Regulations on Employment and Supervision of Foreign Teachers
(Draft)
I. GENERAL PRINCIPLES
Article 1 This regulation is formulated according to the relevant regulations of the Ministry of Education and the State Administration of Foreign Experts Affairs of China, in conjunction with the actual situation of JSMC, to standardize the employment process and supervision mode of foreign teachers in JSMC.
Article 2 The employment process of foreign teachers shall strictly abide by the relevant laws and regulations concerning foreigners in China, and shall be employed on an as-needed basis.
II. TERMS OF EMPLOYMENT
Article 3 Foreign teachers who are employed must be friendly to China and abide by relevant laws and regulations of China and of JSMC as well.
Article 4 Foreign teachers who are employed must be approved by the Foreign Experts Bureau and obtain a Work Permit for foreigners to work in China.
III. TEACHING MANAGEMENT
Article 5 According to the Rules for the Administration of Employment of Foreigners in China , during the period of validity of the contract, foreign teachers shall not go out for other classes, nor may they hold classes inside the college to obtain salaries or engage in other paid services.
Article 6 Foreign teachers shall go to classes in strict accordance with the contract, and undertake 12 hours of teaching work per week (including teacher training classes).
Article 7 The teaching arrangement of foreign teachers shall be managed by the Academic Affairs Department and the English Teaching and Research Section. They shall participate in the teaching activities on time and accept the evaluation of the teaching quality organized by JSMC.
Article 8 The teaching activities of foreign teachers shall be carried out in strict accordance with the teaching plan and the syllabus. At the end of the semester, the students' learning situation shall be tested and scored. The foreign teachers shall also correct essays for the students from their classes.
Article 9 Foreign teachers shall take good care of the students, and the contradictions shall be reported for negotiation and settlement. A frequent exchange on teaching with the English Teaching and Research Section is required to improve teaching effectiveness and teaching quality.
Article 10 The use of teaching equipment and voice equipment in the language labs by foreign teachers shall be uniformly scheduled and arranged by the English Teaching and Research Section and shall be inventoried. If there is any man-made damage, it shall be compensated according to the price.
Article 11 A Chinese teacher shall be introduced as a contact of the foreign teachers to assist them in the carrying out of the teaching activities.
Article 12 Foreign teachers shall abide by Chinese laws, regulations and relevant regulations of JSMC, respect the customs of the Chinese, and must not engage in activities that are incompatible with the identity of a foreign teacher.
Article 13 Foreign teachers shall submit a written leave permit for illness due to illness. One day's leave shall be approved by the director of the English Teaching and Research Section, and more than 2-day’s leave shall be approved by the vice dean of the school. If the foreign teachers want to leave Yancheng in their spare times, they need to inform and ask for permit from the School of International Education of JSMC.
IV. DAILY MANAGEMENT
Article 14 The daily management of foreign teachers shall be executed by the School of International Education of JSMC.
Article 15 Salaries and other incomes of foreign teachers shall be paid and managed according to the contract and the items listed in the annex.
Article 16 Foreign teachers can enjoy the legal holidays of China during their employment.
Article 17 JSMC provides in-campus accommodations for foreign teachers. If they choose not to stay in the teachers’ apartment, they will receive a monthly housing subsidy of 100 yuan.
Article 18 JSMC will handle a medical insurance worth 1,500 yuan for foreign teachers who have signed a one-year or above labor contract and meet the requirements for insurance.
V. SUPPLEMENTARY
Article 19 The regulations shall be interpreted by the School of International Education of JSMC.
